Developing an Outcome Measurement Methodology for the New English EIP Standard

A new national specification for Early Intervention in Psychosis teams in England was introduced in 2016 with the aim of increasing the uptake of NICE recommended therapies and improving the quality of services. This new standard necessitated a review of how outcomes could be measured. The aim was to create a pragmatic methodology for generating good quality outcome data in ordinary EIP teams and the purpose is to demonstrate how this has been achieved with the support of a regional development network. This study describes a methodology for identifying and agreeing a set of metrics which can capture recovery outcomes for EIP service users in line with the new English standard and NICE guidelines. It describes the standards, the associated outcome objectives, the process of short-listing and how a regional network involving seven EIP services from the north of England enabled refinement and consensus and the creation of a practical tool. The tool has 30 data items and measures service user progress in twelve outcome fields. These fields include symptoms, behaviour, relationships, social functioning, employment/education, subjective ratings of recovery, relapse and physical health. By presenting the tool and some examples of complete data sets and findings the aim is to show how an outcomes framework can be developed and how ordinary EIP teams can generate valuable outcome data.
